This review synthesizes household survey data from four countries to identify the structural and financial barriers preventing consistent antenatal care attendance.
Distance to the nearest facility and out-of-pocket transport costs emerge as the strongest predictors of missed visits, more so than facility quality itself. The report proposes a conditional transport voucher pilot alongside expanded community health worker coverage.
