Rethinking food subsidy targeting

Current universal food subsidies leak an estimated 34 percent of value to non-target households. This paper proposes a lightweight proxy-means test using asset ownership indicators already collected in the national census, and estimates it would improve targeting accuracy by 21 percentage points at negligible added administrative cost.
